Experience
Ms. McKoin is currently employed as the Intergovernmental Relations Liaison for the Council of the District of Columbia. In this capacity she represents the Council and District Government on legislative and policy issues before Congress. Prior to joining the Council, Ms. McKoin served as Director of Government Relations for Verizon Communications. She represented Verizon before the District Government and the Federal Government. Ms. McKoin also served as Director of Issues Management where she conducted legal research and analysis of telecommunications issues including Internet and technology issues.

Ms. McKoin was employed by the former Bell Atlantic (now Verizon) as Manager of the Federal and Local Regulatory Matters groups. In this capacity she represented the company on regulatory matters and filings before the District of Columbia Public Service Commission and the Federal Communications Commission. She also managed the former Bell Atlantic's community and public affairs programs. Her responsibilities included coordinating community outreach programs and corporate contributions to community based groups.

Ms. McKoin started her career in the area of Human Resources with the former Bell Atlantic. She was responsible for hiring professional and non-professional staff, and directed the recruitment program. In addition, she served as a national recruitment trainer. She also developed personnel policies and procedures, and a compensation program.
